<purpose>To depict as accurately as possible the geographical extent described in this Washington Administrative Code (WAC), including any areas, boundaries, and points mentioned in the text. Polygon and arc attributes are included for the purpose of enabling spatial processing and/or versatility in creating cartographic products.</purpose>
<supplinf>The text in most WACs contains errors of some sort. The Department of Fish and Wildlife corrects the text of the WACs when opportunities arise, but this WAC mapping project is the only concerted effort resulting in documentation of such errata. Check under the "Identification - Citation" section for a web address linking to the on-line text at the Washington State Legislature for the latest version of each specific WAC, and below the dashed line here for the version of the text used to create this layer interspersed with questions (if any, preceded by four question marks) regarding that text.

<horizpar>Where possible, defined cornerstone points were located by using the most accurate sources among satellite imagery on-screen (sometimes using Department of Ecology oblique shoreline photograph to identify objects), manually off the largest-scale available navigation charts, in-situ GPS readings, specified geographical coordinates, or using heads-up digitizing while referencing the Department of Natural Resources 1:24k hydrology layer.</horizpar>

<horizpae>Satellite imagery of land-based objects has proven to be accurate to within one one-hundredth of an arc second (0.31m). Buoy locations are more problematic, in that they move around, but the locations identified are accurate for at least the one sighting.
The accuracy rating above is a conservative estimate, and far more accurate than required for virtually all practical applications of the WACs.</horizpae>

2) Geographic points (buoys, points of land, etc.) were located with the greatest accuracy possible. Errata in the text were noted (e.g., markers washed away, wrong directions taken from points, polygons not closed off, etc.).
3) WDFW administrators and stakeholders were consulted as to the intent of the law when WAC text was far enough off or ambiguous enough as to be confusing.
4) Arcs common with earlier-defined WACs were copied so identical lines would be used to maintain consistency.
5) Topology was checked: arcs for dangles, polygons for lack of closure and slivers removed.
6) Attribute fields were added to the tables and populated with values.
7) Data quality ("Logistical Consistency") was checked using wildly varied symbology to highlight anomalies.
8) A map layout was created, published to PDF and distributed within the agency to check for errors.
9) The coverage was imported into the Personal Geodatabase.

<eaover>The field "ltype" was designed to be used to delineate different border types for the associated polygons. For instance, a red dashed line can be used for the US-Canada border, a black dashed line for the extension of the Bonilla-Tatoosh line beyond US waters, and no color for the shoreline, allowing you to use a different shoreline without variable thickness due to discrepancies between shoreline layers. The source of the definitions loosely comes from the old ArcPlot symbol table for line types, where 5 drew a thick black line, or 77 drew a dashed line (there was a truncation of digits in the field values in the conversion process from coverage to Personal Geodatabase, hence the "7" value instead of "77". Fortunately, "7" was not used as a value for any other border type, and no conflict arose)..</eaover>
